Todd Fulton

  • USSS Presidential Counter surveillance Unit (2000 -2002). Secured a position on the Counter Surveillance Unit. Trained in all aspects of counter surveillance. Conducted numerous threat assessments for USSS protective assignments.
  • Elgin, Illinois Task Force (1998 -1999). Awarded and recognized by the Elgin, Illinois Police Department for forming a task force designed to combat illegal immigration, false identification, and financial crimes committed by Southeast Asian gang members.
  • Awarded and recognized by Baltimore Police Department for initiating Protective Detail Training for their department used for protection of their mayor.
  • Recognized by Chicago Tribune, 1997, for work in undercover capacity involving the theft and sale of illegal cell phones.

Todd Fulton is a native of East St. Louis, Illinois. Mr. Fulton attended East St. Louis Lincoln High School, where he was a standout running back on the football team achieving numerous awards such as gold chip all American. Todd Fulton has served in the field of criminal justice for over 25 years. Todd has worked on local and federal levels of government. He started his career as a youth care worker for the Children’s Center for Behavior Development, where within six (6) months he was promoted to Supervisor. Mr. Fulton later became a police officer with the University City Police Department where he investigated numerous cases including robberies, homicides, sexual offenses, etc. .

In 1995, Todd Fulton was hired as a Special Agent with the United States Secret Service. He attended the prestigious Federal Law Enforcement Training Academy located in Glynco, GA, then attended specialized training in Washington D.C. Mr. Fulton was assigned to the Chicago Field Office where he worked over 200 federal criminal cases. While in the Chicago Field Office, Mr. Fulton was assigned to the West African Task Force (WATF), a task force designed to target federal criminal violations committed by immigrants from West African origins. Mr. Fulton later formed the Elgin Illinois Task Force; a task force located in Elgin, Illinois designed to target federal counterfeiting, false identification, and financial crimes committed by foreign gang members migrating to Elgin, Illinois.

After five (5) years in the Chicago Field Office, Todd was selected to serve on the United States Secret Service Presidential Protective Division under then President William Clinton and subsequently President George W. Bush.

While on the Presidential Detail, Todd traveled with the President to almost every foreign country in the world, and almost every major city in the United States. One of Todd’s assignments included becoming a member of the elite Presidential Counter Surveillance Unit. Todd says the highlight of his assignment on the Presidential detail was flying on the Presidents’ Air Force One aircraft. After completing his assignment on the Presidential detail, Mr. Fulton was assigned to the St. Louis Field Office where he served as the Senior Special Agent and conducted numerous federal criminal investigative cases. Because of his dedication and hard work, Todd was promoted to return to Washington D.C. as the Assistant to the Special Agent in Charge. Todd served as a shift leader for First Lady Michelle Obama during their first campaign for office. Todd was subsequently promoted to be the Assistant to the Special Agent in Charge of the Presidential Protective Detail Training Section. His responsibility was to train the agents assigned to the President and Vice President of the United States. In 2014, Mr. Fulton returned home to the St. Louis area and retired from the United States Secret Service in July 2015.

Mr. Fulton holds a Bachelors Degree in Law Enforcement Administration and a Masters Degree in Criminal Justice Administration. He is completing dissertation for his PhD in Public Safety Leadership.
